SUV cargo carriers

Has anyone built a cargo carrier for their SUV? I'm thinking of building 1 for the wifes Expedition ,but would like to be able to have it swing to the side if access is needed to the rear door while the rack is loaded. Any ideas?

Here is a pic of the one I built. In the pic it is not painterd yet and it does not pivot. The pivot is probably more trouble than it is worth,

Yeah, the swivel may be a little harder to design, but it was just a brain f**t, err Idea that I thought would come in handy if the rack was loaded with bulkier items to make access to the rear easier.
