Hobart Welder wire speed

I have a Hobart 135 welder. I cannot get the wire speed to slow down. The welder will weld. I got the welder from someone else and I do not have the warranty. I would like to know what the problem is and if I can fix it myself. I live in San Antonio Texas. If I cannot fix the machine myself I would like to know where I could go to have it fixed.
