Question for Franz or Sberry

Now that I think I've got this picture stuff under control. I have a question about a vise grip clamp I never saw before. My brother in law recently passed away. I hade to go to Ohio and help my sister settle his affairs. He was a union pipefitter. Among his tools were a couple pairs of these clamps. I've never seen these before. are any of you'al famillar with these. This is one of those"Why didn't I think of that idea's"

Looks to me like a custom built tool with a cut down C clamp welded to the back of a pair of vise grips.
A few years back, harbor freight had something that looked like that, but was flimsey.

That might be where they came from, the vise grip is made in Taiwan.
I've never seen them before
