Actually, yes...however a cast iron coupling will not seal, cause the weld will probably crack. There are mild steel couplings for use with BIP, or A-36, that work just fine. If you are making a tool out of the pipe, it's OK, ...if your are making something structural, or if you're are welding pipe for some gas or liquid to go through, you may be in trouble.

many pipe couplings are also low carbon steel so welding is not an issue[unless you are welding into a thread]
however, if it is in fact true cast iron, it is also possible to weld it. it's just not quite as easy.
use a "ni-rod" or similar product and follow the rod manufacturer's instructions. usually this entails short intermittent welding to keep the cast as cool as possible.
it can also be welded "hot and packed" or. even brazed.
