    They are sold by intended use.
    The mounting is up to the user.

    That one saw very heavy service***, and the holes are welded shut
    to prevent water/sea~water from eating out the deck under the cleat.

    ***Carefully observe the ware from steel cable (hawsers)
    pulling and chafing with great force on the ends.

      grind off most of the old weld

      The old weld must have been adequate but certainly may have had some contamination. Have any of you folks checked out the welds on a WWII Liberty ship? Some flaws and skips, but many of the ships didn't have a long, ocean going life.

        In Kaiser's ship yards anyone whom could hold a stinger was a welder, with, or without training.

          My Dad was ? 2nd Mate ? on the Comayagua.
          He told me the life-boat spars {or what-ever} were prone to weld failure.

          Sometimes in port a welder would fix one, and it was fixed for good.
          Other times not at all, and a good welder would tell my Dad
          what was done incorrectly as he repaired the thing.
